Meaning
A department of a town, city, or state government that protects people and their property and makes people obey laws.
How to sign it
Extended index and middle fingers of dominant hand start on wrist of non-dominant hand (with thumb under wrist).
Dominant hand moves away while fingers and thumb come together.
